Proper commissioning ends with the legally compliant provision of plant, machinery, technical equipment and devices to users (operators, users, maintenance personnel). It must be made clear how the technical and safety inspection must be carried out as a prerequisite for acceptance. Various legal requirements must be taken into account here.  

Basic requirements for safety and health protection are regulated in the EU and are implemented by country-specific directives/ordinances. In Germany, the requirements of the Arbeitsstätten- und Betriebssicherheitsverordnung (Workplace and Industrial Safety Ordinance) must be complied with.
